One Sidedness:
"Congress also could try to make progress on the nation’s greatest challenges, which Mr. Trump neglected in his speech as in his governing."

The left makes Trump seem like he doesn't care at all about the country by stating this. The underlying message here is that because Trump didn't talk about the nation's greatest problems in his speech, he's neglecting the health of the country.

Emotional Appeal:
“We can bridge old divisions, heal old wounds, build new coalitions, forge new solutions,” Mr. Trump declared. If those were truly his goals, he would have committed not to declare a phony state of emergency in order to build his wall against congressional wishes."

This can appeal to someone, from both sides of the political spectrum, who don't really pay much attention to what is going on. As a Republican, the repetition of the words old and new can ignite the "simple minded" people who voted for the "simple minded" president. The left sees the second sentence in this statement. The words used to doubt what Trump is saying appeals to Trump haters everywhere because if the Washington Post can doubt him, the people of America should too.
