I am very upset
I would say that this is an example of the trope litotes because it is an extreme understatement of the feelings she is really feeling for effect. Although she mentions that she is upset, there are probably a lot of other thoughts and feelings she is thinking, but chooses a simple choice of words for the effect, rather than expressing the specifics. It works though because it's pretty funny in my opinion and also caught the attention of others, enough so for someone to take a picture of it. Sometimes less is more, and that is the case with this example of litotes.
